Behavior:
No user is displayed in the permissions tab, to add the Connect to Mail configuration. Only admin is available to assign in the roles tab.
Solution:
This is configured by design. Because of performance issues the display of users is limited to 75. If the limit is reached the users are not displayed. But with the search field users can be searched and added.
