Behavior:
Desktop apps fails to install with the following error.
 
" Error 1609. An error occurred while applying security settings. Users is not a valid user or group. This could be a problem with the package, or a problem connecting to a domain controller on the network.
Check your network connection and click Retry, or Cancel to end the install. Unable to locate the user's SID, system error 1332"
 
Solution:
This error occurs when DocuWare Desktop is installed on a system with Non-US regional settings or that is not natively a US English versions of windows. 

To resolve this issue, we can manually create a local group account with the English name "Users" and include the same users located in the previous local group.
Alternatively, we can rename the non-English named group to "Users"
