Can I stop users from deleting documents from Document Tray, If not can I track from database

1.I want to stop users from deleting documents from document tray. Is that possible.
2. If not i can find the table in database which stores the documents in the tray but are removed when deleted. Are these deletions tracked

How can i run a report to get this information.
