Workflow Manager - All Tasks-1517404512

If I setup a new user that has admin rights, are they able to see All Tasks in Workflow Manager?  How does Workflow Manager decide which user to show All Tasks?

A DocuWare administrator does not automaticall have access to workflow tasks. In each workflow you must add the user as a Controller.
