no, the feature still exists. This right is controlled via function profiles. However, you can also assign it to a single User.
To do so, open the Web-Configuration. Navigate to "User Management" and click the User who needs the right. Next, Select "Function profiles" and scroll down a bit. There is a checkbox called "Assign functions directly" - check this one. Now, when you scroll down further, you should be able to assign the right "Edit select lists" to this user.
