Cloud DW using Local Data Connection to SQL 2016-1544457540

I have a customer that wants to use TDE and TLS 1.2 for their on-site SQL server.

Can the Local Data Connection connect to a database set up that way and also to the Cloud environemt?

Checking before I give them the thumbs up or down.
