Is changing the language of the system User/License based? Also, does changing the language of the system affect new or existing Configuration(s)?

Answer:
By product design, changing the DocuWare System Language located in the Organization Settings plugin will only affect the user interface, automated processes, and emails. All manual entries, such as file cabinets, fields, and configurations, will remain as written.
 
If the DocuWare System Language differs from a user's preferred language, they can change the language of their user account via Profile & Settings (see KBA-36449 for instructions). This change will only affect the user who has implemented it.

KBA is applicable to On-premise and Cloud Organizations.
