Behavior:
The User Sync App operates correctly when run manually, but does not function as expected when executed as a scheduled task.

Solution:
First, please refer to KBA-36614. If this does not resolve the issue, clear the stored credentials from the Windows Credential Manager. Once the credentials have been removed, open the User Sync App, log in again, and re-enter your credentials when setting up the scheduled job.
