The option to create a Public Form is not present

Question:  
Why is the option to create a Public Form not present in the configuration on an On-Premise DocuWare system?

Solution:
By product design, Public Forms are currently only available with DocuWare Cloud systems. On-Premise systems will require a login to upon accessing a form URL.
