Indeed, it's maddening.  As a workaround, I use URL integration in the workflow email notification instead of attaching the document.  I clean it up for a simple "Click here" with HTML href.

Steve, this happened to me last week during a 6.12 --> 7.1 upgrade.  After much troubleshooting, I uninstalled and reinstalled ASP.NET and IIS roles and features which fixed it instantly.

Casey, I've seen the same.  If you search for and try to access one of these file cabinet records in the web client, do you get "Error: Cannot find legacy document in database" ... ?

The simple signature stamp configuration prevents future annotations.  Unchecking this option will do the trick.

It appears this was resolved in DocuWare Version 7 Minor Update 20190118 / Build (file) version: 7.0.0.8559 / Setup version: 7.0.8558.0

Do you know if there are plans to include future support for signature systems such as Topaz?  This would be similar to Fortis SignIt capabilities.

Run the Microsoft Install/Uninstall repair troubleshooter: https://support.microsoft.com/en-us/help/17588/windows-fix-problems-that-block-programs-being-installed-or-removed

Download and run the Fixit for "Uninstalling" and remove any DocuWare items that are still there after the uninstall (see pic for how they will appear).
