Behavior:
DocuWare Request is created up to 99%. At the end instead of a success message the 
Symbol is displayed. Via mouseover you see the real error:
"Cannot determine DocuWare Request upload location!" Neither storage location nor FTP is available"
Solution:
Please make sure that the Windows user starting the Workflow server has access rights on the Request storage location. Maybe it is necessary to support the access with a shared folder and according rights to access this share.
