Behavior: 
After following the recommendations detailed in KBA-36953, users are still not receiving password reset emails even though an email address is associated with their user profile.

Answer:

By product design, in addition to the user's email address being associated with their user profile, an SMTP configuration is required for the reset password emails to be sent to the affected users.

KBA is applicable for both Cloud and On-premise Organizations.
