In the Replace Text section there's an "Old value" and a "New value" field where you can add the values manually. There's also a button to import the values from a file but I can't figure out how to import both the Old value and the New value. I tried importing a CSV file with Old value in column A and New value in column B but when it imports it imports both columns into the Old value section (see attached screenshot in attached document).

How can I import a list of Old values and New values?

This will work for you.
Use a semicolon between column data.  This is probably so a comma can be used in a data value.

Works:
Canada;Moose
Pinto;Horse

Not Working
Canada,Moose
Pinto,Horse

Hi Angel, Hi Craig,

this is most likely due to the fact that CSV files in Germany are not separated by a comma, but by semicolon - its just a different standard in Germany than in the US.
The German developers probably didn't think this through and implemented it only with semicolon CSV files.

I'm firmly on the side of the developers with this one.  CSV files are a nightmare because commas show up way to often in live data so I never use commas as delimiters if there's any other option - I usually use a vertical bar but I've had clients that will opt for the ^

Having said that, it would have been good to know that they were using semi-colons.
